PHILLIPS LYTLE LLP PARTNER THOMAS F. PUCHNER TO PRESENT AT THE 2019 NEW YORK STATE ECONOMIC DEVELOPMENT CONFERENCE
Albany, N.Y. – Phillips Lytle LLP Partner Thomas F. Puchner will present at the 2019 New York State Economic Development Conference. The event will be held January 16-17 at the Albany Capital Center, 55 Eagle Street, in Albany.
Mr. Puchner will participate in the breakout session on January 17 titled “How to Navigate Solar Energy Projects.” The session will discuss clean energy goals established that have led to a flurry of solar energy projects popping up across New York State. This has created a unique challenge and opportunity for economic developers on how to best assist these projects moving forward. The leaders of the session will discuss policies they have developed supporting solar energy projects, as well as best practices and challenges confronted by solar developers.
Mr. Puchner is co-leader of Phillips Lytle’s Energy Practice Team. He focuses his practice on energy and environmental law, with an emphasis on regulatory matters, compliance, permitting, and siting, as well as regulatory litigation. In the energy sector, he has assisted clients with regulatory matters before the New York State Public Service Commission and the Federal Energy Regulatory Commission. He has obtained a number of landmark Public Service Commission (PSC) orders in favor of the firm’s energy clients. Mr. Puchner has defended Energy Service Companies with compliance investigations and enforcement matters by the New York Public Service Commission, New York State Attorney General and New York State Department of State Do Not Call Program. He regularly assists with all matters related to development of renewable energy projects, including local approvals and SEQRA reviews, power purchase agreements, solar leases, and project legal and regulatory issues (such as PSC regulations, utility tariffs, Energy Law Article 9 and Real Property Tax Law Section 487).
Mr. Puchner and the firm’s Energy Team have assisted with development and environmental review for over 100 MW of renewable energy projects across the state. He also assists in proceedings under Public Service Law Article 10 (generation facility siting) and Article VII (transmission facility siting).
