PHILLIPS LYTLE LLP PARTNER THOMAS F. PUCHNER SPEAKS ON IMPACT OF ENVIRONMENTAL LAWS ON DEPLOYMENT OF WIRELESS FACILITIES AT CALIFORNIA TELECOMMUNICATIONS SEMINAR ON FEBRUARY 20, 2015
Albany, N.Y. – Thomas F. Puchner, a partner with Phillips Lytle LLP, a premier regional law firm that is recognized nationally for its legal excellence, was a panelist at a Law Seminars International event on February 20, 2015, in Los Angeles, C.A.
Mr. Puchner spoke on the topic of “Environmental Laws and Their Impact on Deployment of Wireless Facilities.” He will discuss the National Environmental Policy Act (NEPA), the FCC’s NEPA process and issues in the FCC’s recent Acceleration of Broadband rulemaking.
Mr. Puchner focuses his practice on regulatory issues involving environmental, energy, land use and telecommunications law, as well as related litigation. He has in-depth experience assisting clients with state and federal environmental law matters, including permitting and compliance issues involving the New York State Department of Environmental Conservation, Adirondack Park Agency and Environmental Protection Agency. He has extensive experience with environmental cleanup and brownfield programs, including state and federal Superfund statutes and New York’s Navigation Law (petroleum spills), as well as related administrative proceedings and court-based litigation.
Mr. Puchner also has extensive experience assisting clients with environmental impact reviews for large-scale infrastructure and private development projects under both NEPA and the New York State Environmental Quality Review Act (SEQRA). He regularly assists project developers, as well as telecommunications carriers and tower companies, in obtaining right-to-build approvals from municipalities and the Adirondack Park Agency.
Mr. Puchner assists energy and telecommunications clients with matters before the New York Public Service Commission. He has also assisted clients with Federal Energy Regulatory Commission regulatory matters. Also in the energy sector, Mr. Puchner has assisted oil & gas industry clients with regulatory matters and related litigation (including leases). He also has experience with solar and wind energy development projects.
Drawing on his substantive expertise, Mr. Puchner excels in administrative law matters before State agencies, as well as trial and appellate courts. He regularly handles Article 78 proceedings in New York State Supreme Court and on appeal to the Appellate Division and Court of Appeals.
Mr. Puchner earned his J.D., and Master of Studies in Environmental Law, both magna cum laude, from Vermont Law School. He received his B.A. from the University of Vermont.
