PHILLIPS LYTLE LLP PARTNER JAMES KEVIN WHOLEY TO MODERATE AT 2015 UPSTATE NEW YORK TRADE CONFERENCE 

Rochester, N.Y. – James Kevin Wholey, a partner with Phillips Lytle LLP, a premier regional law firm that is recognized nationally for its legal excellence, will chair and moderate a roundtable discussion on the International Trade in Arms Regulations (ITAR) and Export Administration Regulations (EAR), as part of the 2015 Upstate New York Trade Conference. Mr. Wholey is based in the firm’s Washington D.C. office.

The discussion will take place June 18, 2015, from 2:15 p.m. to 3:15 p.m., at the Temple B’rith Kodesh, 2131 Elmwood Avenue, Rochester.

The International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) govern trade in the manufacturing, sales and distribution of technology.

Mr. Wholey has broad experience at the intersection of federal government, national security, and international business, and specifically with the legislative, policy, and compliance issues involved in international investment, trade and business development.

His federal government relations and operations practice not only involves assisting clients with transnational compliance matters (Foreign Corrupt Practices Act, EAR, ITAR, export licensing and involvement with various sanctions regimes) but also frequently working with the Administration and with Capitol Hill, where he spent more than a decade as a senior staff member for several U.S. senators, including three years as chief of staff to thenSenate Leader Bob Dole (R-KS), for whom he also handled trade and telecommunications issues.

Mr. Wholey earned his J.D. from University of Pennsylvania Law School, and an A.B., with honors, from Brown University.
