PHILLIPS LYTLE LLP PARTNER DAVID P. FLYNN AND PHILLIPS LYTLE ENERGY CONSULTING SERVICES HEAD OF ENERGY AND SUSTAINABILITY DENNIS W. ELSENBECK TO PARTICIPATE AT THE BUSINESS COUNCIL’S 2019 ANNUAL ENVIRONMENT CONFERENCE

Albany, N.Y. – Phillips Lytle LLP Partner David P. Flynn and Phillips Lytle Energy Consulting Services Head of Energy and Sustainability Dennis W. Elsenbeck will participate at The Business Council’s 2019 Annual Environment Conference. The event will be held November 20-21 at the Holiday Inn in Saratoga Springs.

Mr. Flynn will give a presentation titled “What is the Climate Leadership and Community Protection Act (CLCPA)?” Mr. Elsenbeck will participate on the panel titled “New York’s Economy with Carbon Reductions – Do Current Businesses have a Future?”

Mr. Flynn is the leader of the firm’s Energy, Environment, and Nanotechnology Practice Teams. Mr. Flynn’s practice is concentrated in the areas of environmental law and energy. With respect to environmental law, Mr. Flynn concentrates on regulatory compliance consultations and brownfield redevelopment. He has written extensively on environmental topics, including environmental issues related to nanotechnology development. He was involved in the first successful conversion of a former industrial brownfield into a modern manufacturing facility in New York State. In addition, Mr. Flynn advises clients on business development issues and the regulation of energy before state and federal authorities. He also advises clients on the development and siting of renewable energy, merchant power generating facilities, licensing of hydropower projects, and drafting and negotiating Payment in Lieu of Taxes (PILOT) agreements associated with solar and wind projects and related advice regarding the New York Real Property Tax Law 487 tax exemption.

Mr. Elsenbeck provides consulting services on a broad range of energy-related opportunities encompassing a forward view of supply, distribution, and demand options. From his leadership role with a major U.S. utility for nearly 30 years, he brings to Phillips Lytle insight, analytics and business perspectives on long-term policies and the economic landscape. He assists clients with due diligence and regulatory compliance on energy transactions; regulatory counseling involving Public Service Commission proceedings; energy procurement and utility negotiations involving government entities and municipalities; procurement consulting regarding the reduction of energy costs and review of economic incentives; market-driven integrated resource planning, and identifying commercial and technical issues associated with energy-related opportunities.
