As part of New York’s all-of-the-above energy strategy, Governor Kathy Hochul has announced the launch of the 2025 Land-Based Renewable Energy Solicitation (Tier 1 RFP), which seeks to procure 5.6 million Tier 1 eligible Renewable Energy Certificates annually from facilities with a viable path to entering commercial operation by the sunset date for certain federal tax credits. The intent is to incentivize and expedite more large-scale renewable energy projects across New York State that can be started before July 2026 or in service by the end of 2027, so that these projects qualify for expiring federal tax credits.
The solicitation is designed to get shovel-ready projects into construction and will be administered by the New York State Energy Research Development Authority (NYSERDA). Interested developers must first file an eligibility determination application by October 21, 2025. Eligible applicants will be notified on October 30, 2025, and will be required to submit final proposals by December 4, 2025. Conditional awardees are expected to be notified by February 2026 and, once contracts are signed, the selected projects will be officially announced.
The program seeks to deliver more than 9.7 gigawatts of renewable power that will serve over 3 million homes, generate over $5 billion in private investment and support at least 2,500 long-term jobs. Eligible projects include large-scale solar and wind with a strong focus on ensuring equitable benefits, labor protections and streamlined permitting.
