With a practice focused on public finance and economic development incentives, Paul represents issuers, lenders, underwriters and developers in a wide range of projects.

Paul’s public finance and economic development incentive clients include office, warehouse, industrial, multifamily, mixed-use, transit-oriented, renewable energy, charter school, hospital and educational facilities.

Paul also represents industrial development agencies and local development corporations in connection with structuring state and local tax incentive transactions for projects, including mortgage recording tax exemptions, Payment in Lieu of Taxes (PILOT) agreements, and sales and use tax exemptions, as well as the issuance of tax-exempt and taxable bonds, to help project developers and sponsors achieve their goals.

Paul also has significant experience representing landlords and tenants in commercial and residential real estate leasing transactions and lenders and borrowers in commercial mortgage, asset-based lending and commercial lending transactions.
