Louis provides regulatory and transactional guidance to clients from all parts of the health care industry, including primary care and specialty medical groups, hospitals, continuing care retirement communities and other forms of residential healthcare arrangements, health insurers and third-party administrators.
Louis has unique experience in the areas where the healthcare and employee benefits industries intersect, as he spent the first part of his professional career in a variety of roles with a third-party administrator of self-funded group health plans. He’s positioned to guide clients through legal issues while also understanding the business and operational implications that each legal issue presents.
He also advises for-profit and not-for-profit entities on general business matters relating to corporate governance, contract review and drafting, and entity selection and formation.

Provided guidance on applicable Centers for Medicare & Medicaid Services (CMS) payment and coverage and physician self-referral rules to a pain management practice as the practice considered employment arrangements with non-physicians, including physical therapists and clinical social workers.
Advised third-party administrator of self-funded employee health plans on various regulatory and compliance matters related to ERISA preemption; broker compensation disclosure rules; the Mental Health Parity and Addiction Equity Act; and third-party reimbursement and subrogation.
Provided advice to an organization that collaborates with medical practices to fund and provide technology for the treatment of cancer on compliance with laws related to ownership and structuring of medical practices, the corporate practice of medicine and management service organizations.
Represented group of emergency physicians in billing dispute with large, national payors that implicated New York State and federal surprise medical billing laws.
Advised durable medical equipment (DME) supplier on compliance and appropriate action for a Food and Drug Administration recall for respiratory devices distributed by the DME supplier.
