Zachary leverages extensive experience in clean energy and environmental matters to solve complex issues for his clients.

With significant experience across public, private and nonprofit sectors, Zachary is a trusted counsel for clients who seek clarity on how policy and law affect a range of energy and environmental matters. A former New York State Excelsior Fellow, Zachary has focused on regulatory law at the New York Power Authority and litigated enforcement actions at the New York State Office of Cannabis Management. This experience, in addition to his work at the U.S. Environmental Protection Agency (Region 2), equips Zachary as an invaluable member of Phillips Lytle’s Environmental Law Practice Team and Energy and Renewables Industry Team.

Zachary is a skilled advocate in court, at the negotiating table, with agencies and elected officials, as well as a forthright adviser of clients on legal and business strategy. Zachary is an ardent analyzer of administrative law and its impact on agencies, legislative bodies, and the courts at the federal and state levels.
