James Kevin Wholey was quoted in a Law360 article regarding the 40% tariff on Brazilian imports. Wholey highlighted that the U.S. currently has a trade surplus with Brazil, making the imposition of the additional tariffs on Brazilian goods “really difficult to justify” under the International Emergency Economic Powers Act (IEEPA). “There’s an imbalance in trade in our favor,” he said.
