David Flynn and Dennis Elsenbeck were quoted in a Buffalo Business First article regarding New York State’s Cap-and-Invest Program. With this program, the state would set a cap on the total amount of greenhouse gas emissions (GHG) allowed across the economy. Businesses would be required to purchase allowances from the state at auction based on their GHG emissions. The draft regulations for the initiative were not released as anticipated by the State of the State address.
