As one of three of the 22 member Climate Action Council to vote against the current scoping plan, Dennis Elsenbeck was not surprised by the announcement. “From experience, I know that the transmission system and the distribution system—based on age and the lack of capacity—can’t achieve those types of objectives,” Elsenbeck said.
