As progress stalls, disadvantaged communities continue to struggle with high utility bills.

Governor Kathy Hochul recently announced that the state would not meet the goals set forth in the Community Leadership and Climate Protection Act, confirming a possibility long feared by local environmentalists. As one of three of the 22 member Climate Action Council to vote against the current scoping plan, Dennis Elsenbeck was not surprised by the announcement. “From experience, I know that the transmission system and the distribution system—based on age and the lack of capacity—can’t achieve those types of objectives,” Elsenbeck said.
