ROCHESTER, N.Y. — Phillips Lytle is proud to announce that Partner Jillian Dunbar has been selected as a finalist for the 2025 ATHENA International Awards, presented by Greater Rochester Chamber of Commerce, in the ATHENA International Young Professional Award category. Greater Rochester Chamber will celebrate all the finalists and announce the recipients at a ceremony on Thursday, February 13, 2025, at the Rochester Riverside Convention Center.
“I am honored to be recognized for the ATHENA International Young Professional Award,” said Ms. Dunbar. “One of the reasons I have been able to advance in my career is because I had strong women mentor me, share advice with me, advocate for me and push me to advocate on my own behalf. I try to emulate that every day, knowing the profound effect it can have on the other women in our office and the industry as a whole.”
The ATHENA International Young Professional Award recognizes emerging female leaders aged 30 to 45 who demonstrate excellence, creativity and initiative in their business or profession and serve as role models for young women personally and professionally. Greater Rochester Chamber, in partnership with its Women’s Council affiliate, has presented this award annually since 2015.

Ms. Dunbar concentrates her practice on facilitating diverse and complex commercial lending transactions, focusing on affordable housing and community development deals, middle-market lending, and transactions involving federal and state low-income housing tax credits, historic tax credits, and brownfield tax credits.
Previously recognized among the region’s “Up & Coming Attorneys” by The Daily Record, Ms. Dunbar also received the Rochester Business Journal’s Forty Under 40 Award in 2024 and has been named to the Best Lawyers: Ones to Watch in America® list. She is an active member of the Rochester community, serving on the boards of directors at the YWCA of Rochester & Monroe County and the Cheers for Children Planning Committee for Bivona Child Advocacy Center.
