E. Barlow Keener

Barlow is a seasoned digital infrastructure, transactional and regulatory attorney with more than two decades of experience counseling telecom clients.

His practice spans data centers, fiber networks, cell towers, submarine cables, wireless spectrum, and satellite. Barlow represents investors, operators, and technology companies in M&A fiber transactions, spectrum license sales, and regulatory compliance matters, bringing both legal and business insight to complex deals. Barlow regularly advises clients on Federal Communications Commission (FCC) proceedings, auctions, license transfers, and enforcement actions across commercial spectrum bands, including 2.5 GHz and CBRS. His expertise extends to VoIP service providers, TCPA compliance, data privacy and cybersecurity issues, as well as emerging technologies like AI and fintech. His deep industry knowledge and transaction-driven approach delivers innovated and business-oriented solutions to the clients he counsels.

Barlow’s background includes serving as general counsel for a media company, in-house counsel for a telecommunications provider, and co-founder of an internet service provider startup. He has also worked as a consultant providing spectrum valuation and telecom finance expertise, and he has served as an expert witness in telecommunications and spectrum matters.
