Redeveloping a traditional mall site into a mixed-use center can lead to infrastructure challenges.

Joseph Heins was quoted in a Buffalo Business First article that discussed redevelopment of the Eastern Hills Mall in Western New York. Redevelopment plans consist of a mixed-use facility that includes office, residential, medical, shopping, dining, recreational and civic areas. Work on the project is pending based on the sewer work that needs to be completed to accommodate a mixed-use facility.

Joe noted that there are infrastructure challenges to redeveloping a traditional mall site into a mixed-use center. For instance, a traditional mall might have one toilet per store and nobody accessing the site 24/7, whereas residential options (ie., apartments or hotels) mean more consistent use and more facilities.
