PHILLIPS LYTLE LLP ADDS MARY E. BURGESS AS LAND, ENVIRONMENT & ENERGY PRACTICE GROUP SPECIAL COUNSEL IN ALBANY OFFICE
Albany, N.Y. – Phillips Lytle LLP announced the addition of Mary E. Burgess as special counsel. Ms. Burgess will join the firm’s Land, Environment & Energy Practice Group and will be based in the Albany office.
Ms. Burgess focuses her practice in the energy and telecommunications sectors. She has extensive experience handling regulatory proceedings and investigations of issues related to telecommunications network reliability and security before the New York Public Service Commission. In addition, Ms. Burgess’ background includes advising business units on legal issues regarding data security, cyber breaches, regulatory compliance and corporate governance.
Prior to joining Phillips Lytle, Ms. Burgess spent 18 years in AT&T’s Legal Department, where she advised business units on legal issues regarding regulatory compliance, network reliability, and data security. Ms. Burgess previously served as Staff Counsel in the Department of Public Service and handled matters related to telecommunications and energy regulation. She brings more than 25 years of legal experience to the firm.
Phillips Lytle now has eight attorneys in its Albany office. Most recently, Phillips Lytle added Associate Fatin Haddad, who joined the firm in August from CG Energy.

Ms. Burgess received her B.A. from the College of the Holy Cross and her J.D. from Albany Law School of Union University.
